Eventful City Solutions grew out of a clear gap: there are plenty of event management courses out there, but none that focus on the unique challenges of planning and supporting community events within the Canadian municipal environment.
In 2024, founder Rebecca Cotter created the Municipal Event Management Certificate (MEMC) to address this gap. Originally delivered through The Creative School at Toronto Metropolitan University and supported by the Creative City Network of Canada, the MEMC program was designed specifically for municipal staff involved in planning, permitting, supporting, and delivering community events.
The MEMC attracted more than 130 learners from 35 municipalities across Canada, and graduated 16 municipal event management professionals. These industry leaders are now applying the MEMC's practical, real-world municipal event management skills and advancing the municipal event management body of knowledge in municipalities across Canada.
In 2026, The Creative School made the strategic decision to focus exclusively on academic programming and conclude its professional development offerings. In response, Rebecca launched Eventful City Solutions to transition the MEMC program and continue serving the municipal event sector.
Today, the Municipal Event Management Certificate continues as the Municipal Event Management Masterclass Series, supported by Event-ful City Solutions' growing collection of micro-learning courses, practical resources, and consulting services.
Eventful City Solutions' aims to help municipalities and community event organizers navigate the increasingly complex world of municipal event management through practical training and support to ensure the safety and success of all community events.
Rebecca Cotter (she/her) is a municipal event professional, communications leader, and industry educator with a passion for creating meaningful experiences, building community connections, and preparing the next generation of event professionals. With a career spanning municipal government, community event venues, tourism operations, and higher education, Rebecca merges practical industry expertise with accessible, experiential learning.
Rebecca’s professional experience includes the production and delivery of large-scale concerts, festivals, cultural events, and community celebrations across both the public and private sectors. As Manager of Communications and Community Engagement at the City of Quinte West, Ontario, Rebecca leads delivery of municipal special events, strategic municipal communications, civic engagement initiatives, and placemaking efforts. Prior to her current role, she held event positions with the City of Markham, the Town of Oakville, the Distillery Historic District Toronto, and Downsview Park Toronto, where she developed and implemented event strategies, operational systems, and processes that supported successful event delivery.
Alongside her professional practice, Rebecca has designed and delivered ministry-approved event management curriculum emerging event professionals at all levels of post-secondary and industry professional education including for Algonquin College, Humber College, and Sheridan College in Ontario, and the Banff Centre for Arts and Creativity and MacEwan University in Alberta. Rebecca also created the original Municipal Event Management Certificate (MEMC) delivered through The Creative School at Toronto Metropolitan University and supported by the Creative City Network of Canada.
Rebecca’s professional training includes a Master’s degree in Tourism Management from Royal Roads University, where her research explored attendance measurement approaches for open-access, un-ticketed events. She also holds a Graduate Certificate in Event Management from Algonquin College, a Project Management Professional (PMP) certification, the Certified Special Events Professional (CSEP) designation, and any array of additional event management, emergency management, and industry certifications.
